Dr. Ziza Delgado Noguera Named Dean of the Division of Ethnic Studies and Student Equity 

Fullerton College has appointed Dr. Ziza Delgado Nogiera as its Dean of the Division of Ethnic Studies and Student Equity.  

A proud community college alumna, Dr. Delgado Noguera has dedicated more than 15 years to advancing ethnic studies across California through teaching, scholarship, leadership and advocacy. During her time as interim dean, she provided exceptional leadership, guided the successful launch of the nation’s first community college Division of Ethnic Studies, expanded partnerships across the college and community and advanced strategic initiatives in student equity and institutional effectiveness. Additionally, she co-authored the 2025-28 Student Equity Plan, which represented Fullerton College at numerous equity-centered conferences.  

Throughout her career, she has also connected academic scholarship with equity-centered student support and institutional change. Prior to joining Fullerton College, she served as cultural diversity coordinator at Glendale Community College, developed a restorative justice curriculum and launched programming serving formerly incarcerated and system-impacted students. She also served as an educational consultant focused on equity-centered transformation. Her work reflects a longstanding commitment to pairing culturally responsive and liberatory education with the student support and institutional practices necessary for historically underserved students to thrive.

Her ability to bring people together around a shared vision, support and inspire other colleges to expand their own ethnic studies programs has also positioned Fullerton College as a statewide leader in equity-centered innovation and transformation. 

She also is a founding board member and regional lead of the California Community College Ethnic Studies Faculty Council (CCCESFC), where she works with colleagues statewide to help institutions develop ethnic studies programs that meet state mandates while honoring the discipline’s core values. She has also served on the California Community Colleges Chancellor’s Office Ethnic Studies Taskforce, contributing to the development of systemwide ethnic studies student learning outcomes. 

Dr. Delgado Noguera holds a bachelor’s degree in history, as well as a master’s and doctorate in ethnic studies from UC Berkeley.
