Dr. Ziza Delgado Noguera Named Interim Dean of Division of Ethnic Studies and Student Equity

Fullerton College is absolutely thrilled to welcome the inaugural Interim Dean of the Division of Ethnic Studies and Student Equity, Dr. Ziza Delgado Noguera. The establishment of our new division truly represents a historic moment for our Hornet family. 

This new division was once the Department of Ethnic Studies. Since its inception in 1972, the department has empowered historically marginalized communities to research, teach and shape the futures of many in higher education. The division is also the first of its kind in the California Community College system.

A proud community college alumna, Dr. Delgado Noguera has dedicated more than 15 years to advancing ethnic studies across California through teaching, scholarship, leadership and advocacy. 

Since joining the department in 2019, she served as its coordinator for three years and, in spring 2024, became faculty advisor to the Rising Scholars program. As faculty advisor, she collaborated with Program Manager, Ieisha Kitchen and their staff to support Fullerton College’s system-impacted students. During this endeavor, she also co-authored the Rising Scholars Network grant, which was recently awarded more than $500,000. 

A highly experienced professional, Dr. Delgado Noguera’s leadership extends beyond Fullerton College. She is a founding board member and regional lead of the California Community College Ethnic Studies Faculty Council (CCCESFC), where she works with colleagues statewide to help institutions develop ethnic studies programs that meet state mandates while honoring the discipline’s core values. She has also served on the California Community Colleges Chancellor’s Office Ethnic Studies Taskforce, contributing to the development of systemwide Ethnic Studies Student Learning Outcomes. In addition, she co-founded a consulting group in 2015, partnering with some of the nation’s largest and most diverse K–12 districts to advance equity-centered transformation and improve outcomes for historically underserved students. 

At Fullerton College, Dr. Delgado Noguera is dedicated to supporting all ethnic studies faculty during this historic transition. Her priorities include expanding professional development grounded in ethnic studies pedagogy, intentionally growing dual enrollment programs and advancing the division’s goal of becoming a Zero Textbook Cost program. As Interim Dean, she is also committed to strengthening initiatives such as the Rising Scholars, Asian Pacific Islander Desi American (APIDA) Amplified and Men of Color programs, while deepening cross-campus partnerships built on equity, solidarity and community. 

Dr. Delgado Noguera holds a bachelor’s degree in history from University of California, Berkeley (UC Berkeley). She also earned her master’s and doctorate degrees in ethnic studies at UC Berkeley.
